The handbook is designed to support the M&E of the implementation of the Philippine NAPWPS 2023-2033. It is intended to guide the National Steering Committee on Women, Peace, and Security (NSCWPS), which was created by Executive Order No. 865, series of 2010. The NSCWPS is a multi-agency body chaired by the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) and vice-chaired by the Philippine Commission on Women (PCW). The committee is mandated to provide overall policy direction and to manage, coordinate, monitor, evaluate, and report on the implementation of the NAP. Its role is crucial in ensuring the successful implementation of the NAPWPS. This includes overseeing the development and implementation of the MEAL system, aligning activities with the NAPWPS goals, and facilitating communication and collaboration among all stakeholders.
