This study comes at a time when, even before the pandemic, many Filipino women were employed in precarious and low-wage work environment, often with inadequate or no access to social protection. While the Philippines provides a set of maternity benefit packages, including a 60-day paid maternity leave, the latter was viewed as problematic—too short and inadequate in addressing the health and wellbeing of mothers and children. This meant that the EMLL and its IRR were barely a year old when the COVID-19 pandemic broke out in the country.
