Gender-Responsive Local Government Unit (GeRL) Assessment Tool

This tool contains a set of relevant indicators to measure various aspects of gender-responsive local governance. Specifically, the tool measures the extent to which an LGU provides quality basic services and facilities for its female and male residents, especially from the marginalized sectors, that are gender-sensitive, accessible, affordable, timely, and reliable.

Performance Standards and Assessment Tools for Services Addressing Violence Against Women in the Philippines: Philippine National Police: Investigation & Police services.

The National Commission on the Role of Filipino Women (NCRFW), in partnership with frontline agencies with direct mandate to provide services addressing violence against women (VAW), conceptualized and developed the performance standards to serve as indicators for the delivery of anti-VAW services of government agencies and local government units (LGUs). Partner agencies are the Department of Justice (DOJ), Department of Social Welfare and Development (DSWD), Department of Health (DOH), Philippine National Police (PNP) and the Department of the Interior and Local Government (DILG). Each agency has a Performance Standard which is accompanied by an Assessment Tool. The assessment tool, which has the same parameters and indicators as the performance standards, aims to determine the degree that the set standards are adhered to by the concerned agency and its sub-national and local instrumentalities.
 
The development and finalization of the Performance Standards and Assessment tool for the police services in the investigation and handling of VAW was a result of the combined efforts of the Philippine National Police– Directorate for Investigation and Detective Management (PNP-DIDM), through the Women and Children’s Concern Division and the NCRFW. The development of this tool was assisted by Sentro ng Alternatibong Lingap Panligal (SALIGAN), an alternative law group. The project was supported by the United Nations Population Fund (UNFPA).

The development of this tool was assisted by Sentro ng Alternatibong Lingap Panligal (SALIGAN), an alternative law group. The project was supported by the United Nations Population Fund (UNFPA).

Performance Standards and Assessment Tools for Services Addressing Violence Against Women in the Philippines: Department of Health: Women & Children Protection Units & Health Services.

The National Commission on the Role of Filipino Women, in partnership with frontline agencies conceptualized and developed performance standards to serve as indicators for the delivery of anti-VAW services of government agencies and LGUs. Partner agencies are DOJ, PNP, DOH, DILG, DSWD and the LGUs. Each of the performance standards is accompanied by an Assessment Tool. The Assessment Tool, which has the same parameters and indicators as the performance standards, aims to determine the
degree that the set standards are adhered to.
 
The development and finalization of the performance standards for the Women and Children Protection Units (WCPUs) was a result of the concerted efforts of the Department of Health through the National Center for Disease Prevention and Control (NCDPC), the National Commission on the Role of Filipino Women (NCRFW) and some representatives from a few Metro Manila based WCPUs. The development of this tool was assisted by a consultant, Dr. Carolyn Sobritchea of the University of the Philippines Center for Women’s Studies. The project was supported by the United Nations Population Fund (UNFPA).

The development of this tool was assisted by a consultant Ms. Mary Jardiniano of D2KA (District 2 Kababaihan Laban sa Karahasan). The project was supported by the United Nations Population Fund (UNFPA).

 

Transforming Government to Think and Act GAD: A Handbook on Gender and Development Training.

Transforming Government to Think and Act GAD: A Handbook on Gender and Development Training was developed in an effort to provide GAD trainers with conceptual handles and innovative approaches to GAD application. The Handbook is a tool to help agencies design their GAD training program and conduct training sessions. It has four parts. Parts 1-3 are included in Book 1 while Part 4 or Gender 101 comprises Book 2 of the Handbook.
