The National Commission on the Role of Filipino Women (NCRFW), in partnership with frontline agencies with direct mandate to provide services addressing violence against women (VAW), conceptualized and developed the performance standards to serve as indicators for the delivery of anti-VAW services of government agencies and local government units (LGUs). Partner agencies are the Department of Justice (DOJ), Department of Social Welfare and Development (DSWD), Department of Health (DOH), Philippine National Police (PNP) and the Department of the Interior and Local Government (DILG). Each agency has a Performance Standard which is accompanied by an Assessment Tool.
The assessment tool, which has the same parameters and indicators as the performance standards, aims to determine the degree that the set standards are adhered to by the concerned agency and its sub-national and local instrumentalities. The development and finalization of the Performance Standards and Assessment tool for the police services in the investigation and handling of VAW was a result of the combined efforts of the Philippine National Police Directorate for Investigation and Detective Management (PNP-DIDM), through the Women and Children’s Concern Division and the NCRFW. The development of this tool was assisted by Sentro ng Alternatibong Lingap Panligal (SALIGAN), an alternative law group.
