The Joint Memorandum Circular 2013-01 contains comprehensive guidelines to localize the provisions of Republic Act 9710 or the Magna Carta of Women Act of 2009. It prescribes the creation and/or strengthening of institutional mechanisms to facilitate the identification of gender-specific gaps and entry points of gender mainstreaming in social and administrative structures of local government units.
