For Fiscal Year (FY) 2023, the GAD planning and budgeting cycle followed the guidelines provided under Philippine Commission on Women (PCW) Memorandum Circular Nos. 2022-03 and 2023-05. A total of 355 Gender and Development Plans and Budgets (GPBs) and 324 GAD Accomplishment Reports (GAD ARs) were submitted through the Gender Mainstreaming Monitoring System (GMMS). Of the 355 GPBs, 246 were endorsed by the PCW for having met the minimum requirement of five percent GAD budget allocation, as well as having programs, activities, and projects (PAPs) that either directly addressed GAD mandates or responded to gender issues identified by the agencies.
