The kit on Gender Responsive Environment and Natural Resources Enterprises (GREEn) in the Philippines shows how to go about establishing various environmental enterprises, based on real-life models, as guide to new investors.The GREEn Kit is divided into two volumes, upland ecosystem and lowland–urban and coastal ecosystems.DENR-FMB hopes to generate greater interest on ENR-based enterprise development among the following: (1) men and women individuals who subsist primarily from natural resources; (2) cooperatives, associations, and local communities in upland, lowland–urban, and coastal ecosystems; (3) local government units (LGUs); (4) non-government organizations (NGOs); and (5) the private sector.

Environment and Social Management Guidelines

The Environment and Social Management Guidelines (ESMG) for PCW and its partners is a tool for assessing programs and projects for microenterprises that are not covered by the DENR’s Environmental Impact Assessment System. This booklet provides the guidelines and procedures for the establishment, strengthening, and institutionalization of the GAD Focal Point System (GFPS) in constitutional bodies, government departments, agencies, bureaus, SUCs, GOCCs and all other government instrumentalities; and to clarify the roles and responsibilities, composition and structure of the GFPS to enable it to function as a mechanism for catalyzing and accelerating gender mainstreaming in the agency towards the promotion of Gender Equality and Women’s Empowerment.

Gender and Financial Literacy Training Manual

The National Anti-Poverty Commission, together with the Philippine Commission on Women, through the GREAT Women Project, developed the Gender and Financial Literacy Training Manual to enhance the capacities of trainers to deliver financial literacy training using a gender perspective and to increase on gender dimension of work, gender in microfinance, women’s empowerment through microfinance and microenterprise development programs, financial and risk management with gender perspective, and GAD training skills.

PCW-NEDA-DBM Joint Circular 2012-01: Guidelines for the Preparation of Annual Gender and Development (GAD) Plans and Budgets and Accomplishment Reports to Implement the Magna Carta of Women

This publication provides the instructions on the formulation of GAD plans and budgets according to the provisions of the MCW, the PCW, in partnership with the National Economic Development Authority (NEDA) and the Department of Budget and Management (DBM) issued the PCW-NEDADBM Joint Circular (JC) No. 2012-01 or Guidelines in the Preparation of the Annual GAD Plan and Budget and GAD Accomplishment Report to Implement the Magna Carta of Women. The JC was formulated in consultation with national government agencies (NGAs), state universities and colleges (SUCs) and government-owned and controlled corporations (GOCCs). This Joint Circular repealed NCRFW-NEDA-DBM Joint Circular (JC) No. 2004-01.

The Philippine Guidelines on the Protection of the Rights of the Trafficked Women

The PCW in coordination with the IACAT and in consultation with women's organizations and women survivors of trafficking, developed the "Philippine Guidelines on the Protection of the Rights of Trafficked Women". The Guidelines will serve as resource tool for service providers, practitioners and implementing agencies providing anti-trafficking services in ensuring a more comprehensive, practical, supportive and gender-responsive management of cases of trafficked women.

Towards a Gender Fair Media

Launched by the Gender Equality Committee (GEC) for Media, this kit contains three books which are: Code of Ethics for Media (Book 1); Guidelines to Protect Women from Discrimination in Media and Film (Book 2); and Gender Equality Guide (Book 3).

GAD Code Guidelines

This handbook provides the necessary information on how the stakeholders, particularly the LGUs, will develop and pass a GAD Code based on the gender issues and concerns in their respective localities based on consultation with their women constituents and the women's empowerment and gender equality agenda of the government. The GAD Code shall also serve as basis for identifying programs, activities, and projects on GAD. The book includes the Philippine Commission on Women's Memorandum Circular No. 2009-1 (Guidelines on the Formulation, Implementation, Monitoring and Evaluation of a Gender and Development Code).

Gender-responsive Toolkit on Ecotourism Planning and Management

The Philippine Commission on Women-GREAT Women Project partnered with the Protected Areas and Wildlife Bureau of the Department of Environment and Natural Resources in the development of this Tool Kit which aims to provide information to LGUs and protected area managers in preparing and developing their ecotourism management plans and ensuring that ecotourism strategies are gender responsive.

Women’s Empowerment, Development and Gender Equality (WEDGE) Plan 2013−2016

The Women’s Empowerment, Development and Gender Equality Plan 2013−2016 is the fourth gender-focused plan formulated by the Philippines since 1989; the first ones being the Philippine Development Plan for Women (PDPW 1989−1992), the Philippine Plan for Gender-Responsive Development (PPGD 1995− 2025),and the Framework Plan for Women (FPW2004−2010). Reports on the implementation of these plans indicate that many of the gender concerns they raised have been addressed.However, there are still many issues that need attention and resolution and recent developments have given rise to yet new issues requiring new solutions.

PCW-DILG-DBM-NEDA Joint Memorandum Circular 2013-01: Guidelines on the Localization of the Magna Carta of Women

The JMC 2013-01 contains comprehensive guidelines to localize the provisions of RA 9710 or the Magna Carta of Women (MCW) Act of 2009. It prescribes the creation and/or strengthening of institutional mechanisms to facilitated the identification of gender-specific gaps and entry points for gender mainstreaming in social and administrative structures of LGUs.
